Looks to me from these shots that the river is rather shallow here. Why not strategically collapse the rest creating a traversable rubble pile? With some semtek & detcord it'd be relatively straightfoward to cut the standing pylons down to fall creating a 3-5 meter wide path. Bring concrete traffic barriers to buttress any areas likely to slip from downflow water pressure, but otherwise creating a very shallow spillway. Could be leveled and rough graded by a few bulldozers in a few days. Those Vatniks can't really fuck up a spillway without extended access & heavy equipment, now can they? Victory in Ukraine.
